Pursuant to the Act of 26 May 2023 amending the Act on Toll Motorways and the National Road Fund and certain other acts, tolls on the sections of motorways managed by GDDKiA (A2 Konin-Stryków and A4 Wrocław-Sośnica) for light vehicles have been cancelled as of 1 July 2023. This means that a driver of a passenger vehicle (including a motorbike), a combination of vehicles with a maximum permissible weight (GVW) not exceeding 3.5 tonnes will not need to pay the toll on the above sections.
Refunds of e-TICKET purchased for trips scheduled after June 30, 2023 were available until July 30, 2023.
If the user has not submitted a properly completed highway e-ticket refund form by July 30, 2023, the funds will be transferred to the National Road Fund.
The purchase of an e-ticket for a light vehicle journey on the A2 (Konin-Stryków) and A4 (Wrocław-Sośnica) motorway section, which ended between 28 and 30 June 2023, was possible within three days of the end of the journey.
After 30 June 2023, the e-ticket could only be purchased through the distribution channels of the National Revenue Administration:
Example: A journey without a valid e-ticket started and ended on 30 June 2023. The user realised on 1 July 2023 that he/she did not have a ticket for the journey. It can be purchased until 3 July 2023in the online shop or in the e-TOLL TICKET mobile app.
Depending on the method of payment chosen, light vehicle users could pay for journeys by purchasing:
Until 30 June 2023, the e-TOLL system operates unchanged and the purchased e-tickets are valid for 48 hours from the declared start date and time of travel. On the other hand, from 1 July 2023, the collection of tolls for light vehicles is cancelled, so that journeys will not be controlled.
In a situation where the user used the e-TOLL PL mobile application, the toll was charged until 11:59 p.m. based on the geolocation data uploaded, while from 1 July 2023, from 12 a.m. onwards, the journey was free of charge.
Example 1: The User using the e-TOLL PL mobile application started a journey on 30 June 2023 at 11:30 p.m. the toll applies until 11:59 p.m.) and ended it on 1 July 2023 at 12:15 a.m. (the toll does not apply from 12 a.m.).
Example 2: The user bought an e-ticket and started the journey on 30 June 2023 at 11:30 p.m. and finished it on 1 July 2023 at 12:15 a.m. The funds for the e-ticket used, are not refundable as the journey has started.
Users of light vehicles who paid for their journeys on the A2 (Konin-Stryków) and A4 (Wrocław-Sośnica) motorway sections by transmitting geolocation data to the e-TOLL system using the e-TOLL PL mobile application or OBU/ELS devices can:
Until 30 June 2023, users of light vehicles were required to pay tolls on the A2 (Konin-Stryków) and A4 (Wrocław-Sośnica) motorway sections. An additional fee of PLN 500 will be charged for failure to pay the toll for a motorway journey completed by 30 June 2023, including continuation of the journey on the motorway or a section of the motorway after the expiry date and time of the validity period indicated on the motorway ticket. The obligation to pay the additional fee shall be time-barred by the expiry of a period of 5 years from the last day of the calendar year in which the additional fee should have been paid.

The e-TOLL system continues to act as a tolling system for heavy vehicles, including passenger vehicles with trailers with a GVW exceeding 3.5 tonnes. Tolls are collected on the entire toll road network in Poland covered by the e-TOLL system, including the state sections of the A2 and A4 motorways.
