Replaces earlier legislation - Directive 93/89/EEC - which was repealed by the Court of Justice in 1995. Harmonises the conditions under which national authorities may levy taxes, tolls and user charges on goods transported by road. In addition, it points to revenue allocation mechanisms, supporting the earmarking of additional revenue for investments directed towards achieving sustainable transport goals, such as new technologies in vehicle design or infrastructure. The Directive lays down the necessary conditions to:
(a) ensure the interoperability of electronic tolling systems across the Union road network, including urban and interurban motorways, major and minor roads, and various facilities such as tunnels or bridges, and ferries;
(b) facilitate the cross-border exchange of vehicle registration data for vehicles and vehicle owners or holders affected by the non-payment of tolls of any kind in the Union.
